What is the difference between an 'open fund' and a 'closed fund'?

Australian health funds can be structured in different ways, including being considered 'Open' or 'Closed'.

An open health fund, like HIF, is a membership organisation which provides policies to the general public.

A closed (or 'restricted') health fund only provides insurance policies through specific employment groups, professional organisations or unions; for example - Doctors' Health, Police Health, Teachers' Health and Navy Health.
